Request deadlines and limits

Close a request on a date or after a set number of uploads. Late files have nowhere to land.

An open upload link does not have to stay open forever. Set a deadline and the request closes itself when it passes, or cap the number of uploads and it closes when the cap is reached. Good for content submissions with a cutoff and onboarding checklists that should not drift.
